McLEAN COUNTY SENIOR GOLF ASSOCIATION
BY-LAWS
The official name of the group is The McLean County Senior Golf Association
PURPOSE:
To promote opportunities for fellowship and competition through golf.
ACTIVITIES:
Golf Outings: Scheduled outings within reasonable driving distance from
Recognition of the medalist as well as the low gross and low net by class will be made for each outing and reported in the Pantagraph Sports Section.
Note: These awards will be based on 70% of In-County and 70% of Out-of-County Scheduled outings. If more than 70% of each kind of outing is played, high scores will be dropped in computing total low gross for each award. A member can only win in one Recognition category per season.
OTHER ACTIVITIES:
In addition to regularly scheduled events, additional special tournaments and events may be held. Any eligibility requirements, rules, and/or awards shall be approved by the Board of Control. Scores or participation in such events will not be considered for handicap or for year-end award calculation.
OFFICERS:
Vice President: Elected by the membership annually at the Fall meeting.
Secretary: Appointed by the President.
Treasurer: Appointed by the President with membership endorsement at the Fall meeting.
Statistician: Appointed by the President with membership endorsement at the Fall meeting.
ANNUAL DUES:
Annual dues will be decided by the Board. A change in dues for the forthcoming year will be formally communicated through the enrollment form sent to each member shortly before the Fall meeting. If a member cannot participate in the forthcoming year, that persons dues will be refunded.
COORDINATOR:
A coordinator will be appointed for each outing. Coordinators will be provided with an updated copy of the “Procedures for Coordinators."
AGE GROUPS:
Results of each outing are recorded by Class. Class is based on the age of each member by January 1 preceding current year outings.

HANDICAPS:
Handicaps are figured on 95% of strokes over course par for 18 holes (less than whole numbers are not used in determining the handicap). A member’s score for a round minus par equals a member’s over par score for 18 holes.
Handicaps for continuing members will be recalculated after each round of golf played.
New members must play five rounds to establish a handicap or present documented proof of handicap from an official organization.
No handicap will exceed 36.
The rules of the USGA apply except as modified as follows:
1. There will be two tee areas (Back and Forward) assigned for each event. Members may use the tee area most appropriate for their skill level and/or comfort of play, based on the below general criteri
a. Forward Tees - Age Groups E and F.
b. Back Tees – Age Groups A, B, C and D.
c. Any member may play a tee area other than that assigned their age group. However, since handicap calculation may be affected, the members tee use should be consistent for the remainder of the season.
2. A ball in the fairways of the course may be moved as much as six inches using the head of the club and may be cleaned if desired.
3. If a ball is believed to be lost or out of bounds (but not within a marked penalty area) when originally played, a provisional ball may be played under the Stoke & Distance penalty from the same location as the original shot. If the original ball is then found and in bounds, the provisional ball may not be used, and no penalty is assessed.
4. If a ball is lost or out of bounds (but not within a marked penalty area), and a provisional ball was not played, the alternate Stroke and Distance rule will apply with a replacement ball dropped between the approximate point of loss and two club lengths in the fairway (no closer to the hole) and a two-stroke penalty assessed. (Example: Ball hit in woods off the tee with no provisional shot made – drop a ball and will be hitting 4.)
5. Ball in a cart track, foot print or an unranked area of a sand trap may be lifted, the area smoothed with a trap rake or club head and the ball replaced (but not teed up).
6. The maximum score on any hole is the equivalent of “double par”.
7. No putt outside the putter grip may be conceded.

INCOMPLETE OUTINGS:
Any outing, whether it is a one day or a two-day event, will be considered a nonevent if all participants do not have the opportunity to complete their round(s). However, those who complete 18 holes may turn in their scores for purpose of determining their handicap, but their scores will not count toward the end of the year awards. If there is any doubt as to whether an outing has been completed, the final decision will be made by the coordinator in conjunction with the President and/or Vice President.
AMENDMENTS:
Any proposed change or addition to the By-Laws can be recommended at either one of the Membership meetings. If the nature of the proposal will allow a membership vote at the meeting, then such a vote will be asked for the Members present. If the subject proposed needs further study by the Board, voting will be scheduled for the next meeting of the membership. The vote of the members in attendance at these meetings will bind the Board and all members of the Association.
EVERY MEMBER HAS A RESPONSIBILITY TO TAKE AN ACTIVE AND PARTICIPATING PART IN THE ASSOCIATION. THIS MEANS ACCEPTING OFFICES IF ELECTED OR APPOINTED, AND PARTICIAPTING IN ACTIVITIES, ESPECIALLY IN SERVING AS A COORDIANTOR WHEN ASKED TO DO SO.

PRESIDENT:
1. Conduct and preside at dinner/business meetings in the Spring before the season begins and in the Fall.
2. Work with the Board in establishing the annual golf outing schedule.
3. With the assistance of the Board, obtain and assign coordinators for each of the scheduled outings.
4. Call Board of Control meetings as needed.
5. Receive member ideas and suggestions towards the improvement of the Association.
6. Maintain the By-Laws of the Association in conjunction with the Secretary. The By-Laws should be up to date at the time the President vacates the office, and the incoming President begins office.
VICE PRESIDENT:
1. Assist the President in all matters and activities of the Association. Prepare to assume the President’s office.
2. Coordinate with the President in the planning of business meetings. Handle details and arrangements.
3. Provide coordinators with procedures, materials and other information required for each outing.
SECRETARY:
1. Maintain and keep the membership records current.
2. Maintain records, meeting minutes and other information as may be required.
3. Coordinate the annual membership renewal process with the Treasurer.
4. Provide administrative/secretarial support.
TREASURER:
1. Keep appropriate records of dues and fees received from members.
2. Keep appropriate records of all expenses incurred by the Association.
3. At each of the two annual meetings, present an appropriate financial report.
STATISTICIAN:
1. Establish and maintain a golf handicap for each member for scheduled outings.
2. Determine award winners for presentation at the Fall dinner/business meeting.
3. Maintain records of golf outing results.
4. Prepare scoring books for each event.
